Utility Belt No Slots?

Maybe I have just been really unlucky. This is the first time I have crafted a utility belt and after crafting six in a row with no slots. I have come to the conclusion that this belt will never be crafted with slots by me. I mean even when I do get unlucky on crafting a clothing item, I at least get one slot.

Also, this is a master tailor. oh well, better looking belts to make.
