Crafting 90% Composite Armor pieces

Being relatively new to Armorsmithing,
how is it possible to craft Composite armor pieces with 90% BE?
My understanding was that 80% was the cap.

You can't craft above 80% ,however you may be able to contact an lucky slicer who could help you reach those dizzy heights of 90%. With luck being what it is and whether or not you get an encumbrance slice you are going to have to make several sets to achieve your goal.

So this when a Smuggler can be, above and beyond, extremely useful.
Do you know if this can happen, during a standard slice, or are there certain preps the Smuggler needs to observe, in order to increase the odds?

As far as i know its random,i have heard of rumours of slaughtered chickens and having no wounds or battle fatigue but ultimately when i want a good slice for base effectiveness the slicing gods deem fit to do encumbrance instead.Expect half of what you have made in a run not to be fit for purpose then you wont be disappointed at the outcome.
