Hello,
I would really like to see the tef system implemented in the game. As it is right now does not make much sense, I mean the other day there was a player with an atst in the rori rebel outpost killing all the npcs, i was Special Forces and could not do a thing about it, just had to stand there hands in my pocket and whistle.
All in all there really is no PvP at all to be found, tef system could introduce some.

I think people are getting a little ahead of themselves expecting there to be a healthy pvp community already. I would guess that /most/ people do not have that kind of disposable income yet. or are just more involved with getting geared up even. I love pvp personally but I have been putting all my time into the guild and city.
on that note. I think we talked about this once before and I believe the TEF system was the favorite.

Am ready and geared for PvP'ing, but I am so much behind in many fields that I cannot really get started onto it as it is.
Its fine if you get engaged in a PvP situation, but can't flee into a house avoiding a deathblow, as in flagged for SF you asked for it jedi, non-jedi or whichever.
But if you are just combatant killing faction NPCs I do not believe in that it would be a good idea if someone is already flagged SF can then hit you once and auto flagged, but I believe in it should be an option though if you do it at the big cities and NPC outposts that TEF should be invoked.
For player bases, not so much.. mostly because there is both SF and None SF bases to be picked from.... but again either way I would not care I like taking risks myself, but I am sure many people would hate they could be ganked one way or another... and as for in general mature population of the server.. then people especially in PvP land the worst immature stuff more likely arrive 40+ and below lol.
One of the annoying issues though is that... buffs do not persist through death... it would stall PvP in a huge degree somewhat, especially since people are used to so many other systems... was probably also one of the reasons to why the actual CU arrived back in the Sony days, the devs got fed up with stuff and made a radical bad change to the game.... and the NGE variant was just a nightmare >_<
And well if more people would actually be buffing at the keypoints refereing to CNET, THEED, EISLEY and other center of being places in the universe it would be better to get around.
Finally I am not opposed to TEF, but I can see the problems that would occur in the short and long run, would be ok with the nice points about it, eg. if engaged in PvP you can't flee into a private building, public would be fine for some tavern brawl or whatever lol.

In general, our staff prefers a TEF kind of system (or at least an instant OVERT system to allow spontaneous battles)... but we are looking at a few tweaks to this.
Essentially we would like to do away with the 3 step system. Off-Duty, Covert, Overt... is kind of silly.
My thoughts are we will eventually move to a Neutral, Covert, Overt system. If you don't wish to participate in the Galactic wars, you are really Neutral and more than welcome to be Neutral. No one wants to force PvP on individuals that don't wish to PvP. However, this game is about a Galactic war and struggle. You get multiple slots on Awakening. You have options. So there shouldn't be complaints when we make adjustments that make sense.
As for Covert - Overt... I feel individuals should be able to attack from anywhere (as covert and become overt) however, while being covert they run the risk of being exposed by world events/scanners/NPCs/your actions etc etc. If you declare a faction you should be willing to fight for that faction. For the most part as Covert, you should be safe... but when entering major cities you never what NPC might reveal you. This is an extended "TEF" and needs to be switched off by a recruiter... and then a lengthy time (like 15 mins) will begin to return you to Covert.
P.S. FRS Jedi are ALWAYS OVERT.

sounds great to me. Looking forward to a tef system in the future!
Although, I also like the idea of bounty missions NOT having tef....
If BH's are buffed to stand toe to toe when hunting jedi, why not avoid the old "gank crews" and let em duke it out
