Also keep in mind that possible reduction of how many characters you can have on one account might be put in as well.
Sort of mentioned it some weeks ago in general chat that was tired of seeing 30+ personal harvesters here and there and everywhere... and was more into why not just introduce the later on believe somewhere in NGE ultra heavy harvesters that would take like 3 lots or something but being able to wield 400k units of given resource at BER 45 and covering for 4 harvesters in one (that would be 33 per account if the case).
As for penalties it should rather go the opposite way... personal harvester should require 3 lots, medium 2 lots and heavy 1 lot as being more skilled as 'leveling up'... doubt myself in that I would have a field of 100 harversters to attend to... but rather maybe 20ish at a time at the extremes.
And no we don't need elite harvesters or anything that makes harvesting large quantities of resources easier. I do a lot of harvesting every week (I have over 80 heavies), and I still manage to place them all in suitable locations. Currently I'm harvesting about 12 different resources, and I survey daily to search for new resources that have spawned. If you want to amass a large quantity of resources, you have to put in the effort. It is definitely not necessary to harvest to this extent to support a crafting profession or two. It is a choice available to those that want to do multiple things or be a step above the competition, and is not meant to be easy.
