Test Server Houses

I was recently testing on TC and noticed the item cap for structures is set to the old lower limits. I had to delete a bunch of stuff in a house before I was able to set stuff on the floor or sort stuff in packs. Perhaps the newer cap can be implemented on TC.

Test server is in a state of flux pretty regularly. I don't mean to come off as harsh, but it is not efficient use of time to make changes there that aren't related to our current testing.
