having trouble launching 2 instances

so far i have looked to make sure in my options and users.cfg files i have the line to allow multiple instances and i dont know if it has anything to do with it but i have been playing with max distance for the camera and each day i come back to the game i can no longer really max distance the camera, its just set back to default. i save the file but reset each day. also the tick mark in the launcher is marked.

i use to have 2 instances but im not sure what i changed to deny myself.

the error i get is "another instance of this application is already running. application will now close"
