Dead Eye badges Quest'ing Help Please

I had a few questions involving the "dead eye Quest"

So I know you get a badge for each faction including neutral so basically...

You turn in Rebel plans to Imperial
And
You turn Imperial plans to Rebel

If I'm Rebel Faction can I turn the Rebel plans into the Imperial even though I'm not Imperial Faction, vice versa?

Or do you have to be and Imperial Faction Member and have Rebel plans and then turn them into the Imperial Officer?

I'm sorry for so many questions I could not find any good guide Online. I suppose another name for this is the "Cries of Alderann"

Also when turning in the plans for Neutral badge how does that work, which plans do you get Imp or Reb and who do you turn into for the Neutral Dead Eye Badge.

Concluding all that, I Imagine when you turn in the plans that is what starts off the Quest Line, I was unable to track down any reliable waypoints for this series.
