How do PuPs/weapon speed affect Swordsman melee speed

I am trying to work out how melee power-ups and weapon speeds are integrated into the calculation of the Swordsman speed cap.

I understand the basics of the speed cap: to hit once per second a Swordsman needs a 2-handed melee speed of 95.
As Master Swordsman (75 two-handed speed) with Master Brawler (5 two-handed speed) I have a total melee speed of 80. So to hit the speed cap of 95, I need +15 in attachments.

But forgetting attachments for the moment, how do weapon speed and/or speed power-ups affect this calculation ?

Question 1 (power-ups)
If I use a +20% speed power-up will this take my current melee speed of 80 up to the 95 speed cap ? (80 + 20% = 96)
(Yes, I know the math works, I'm just not sure if this is the correct way to calculate!)

Question 2 (weapon speed)
With my current melee speed of 80, what is the slowest weapon I can use to hit once per second ?
If I have understood the table correctly (see link below), as long as I have a weapon no slower than 1.9, I can hit with AreaHit3 (middle column in the table) at a rate of once per second.
Have I understood the table correctly ?

PUPs are applied to your weapon speed, not your skill modifiers.

I think that table is accurate and relevant to this server - someone correct me otherwise.

It's going to be difficult to find a <2.0 spd PH, I don't think I've seen one less than 3 spd on this server. Most hammers fall within the 3 - 6 spd range so you'll need some taping to achieve 1hit/s

Speed cap for every profession is 100. Then you can use any speed weapon you want and still be capped. Anything below 100 is based on the weapon speed. 95 speed means you can use a weapon that is 8.3 speed or faster. If your weapon speed is 8.4, then you will need +96 speed.

I believe someone answered this already but just use the new speed of the weapon after the pup is applied. 5.2 spd + 20% spd pup = 4.16 spd

You can use a weapon spd of 2 or faster and use any Swordsman special once per second.
Largest delay mod is 2.5 in Swordsman.
Weapon Delay = (1 - Speed/100) x Weapon x Ability Mod
(1 - 80/100) x 1.9 x 2.5 = 0.95
(1 - 80/100) x 2.0 x 2.5 = 1.00
(1 - 80/100) x 2.1 x 2.5 = 1.05
