How to make a guild?

Hello, I have absolutely no reason to make a guild, and I probably never will, but the curiosity on the topic is killing me. How do you make a guild? What are the requirments? On a side note, how do you make a city? I am just a curious player that will probably never put this information to any use, but please quench my curiosity!

i did the math one day because i wanted the badge..
it will take a person with a 10 person alt city..you and 9 of your alts 43 weeks to get to master politician. the exp gain is 750 week 1, 750 week 2 and 3750 week 3. The last time i bought a city hall it cost 250k and like 10k per house so thats 350k. then there is maint..35k a week times 43 weeks so thats 1.505000 credits there for the city hall. then the houses for 43 weeks is 312 credits for small naboo houses x 24 hours..2184 a week x 43 x 10 houses...939120 credits.
1.505000 + 939120 + 250000 + 100000 = 2.794120 credits
or you could get in good with your guild and sweet talk them into being mayor move your 10 toons into their city have everyone vote and be done with politician..
