Getting back in game and I need a refresher

I'm returning to the game to give my son (15) a chance to play with me. The old city I was a part of is long gone and even though it says my toons are still in a guild, the guild hall is long gone. So I'm going to rebuild.

I have an architect, but I've forgot what I need to do produce city hall deeds. He and I may be the only 2 in there (I have lots of alts) but I want to give him the full experience.
