Adding Custom Chat Channels

With apologies if there was a better place to upload this (and yes, I looked), I have question:

Back in live, I recall we could make our own permanent chat channels. Can this still be done? I tried but was unsuccessful. I may not be remembering how to do it correctly. So can players do this, or only CSRs?

As of right now this would have to be done by development staff.
