PvP TEF question

Hello, I was driving around and then had this appear:

23:41 You have entered a Rebel Stronghold. You have gained a PvP TEF while inside city limits.
23:41 You have entered [Imperial] Storm (City, Research Center)

So just to understand, when this happens will I show up as a 'red dot' on people's overhead maps?
Can I be attacked but not attack them until the attack first?
Is there a way to tell what cities give you this TEF?

Just trying to understand how this works (fyi noone seems to have seen me, I just took the shuttle out and nothing else happened) :) But am wondering how this works.... Thanks!

It appears the system message is bugged a bit, as you had entered an Imperial-faction city. This grants a City TEF to any rebel player entering city limits, making that player attackable to opposing faction. It will drop when you leave city limits unless you gain a normal TEF (by attacking opposing faction).

I will check out the city message for correction.

When you look on the planetary map you will see city names something like [REBEL] Bellicose. If you are an Imperial and fly into Belicose, you will be attackable by any rebel in the city, and yes you must wait until they attack, unless they are already Special Forces. If there is a base with a turret in the town, you will also be able to be hit by it. I know some of the faction declared cities like to place bases with turrets near the shuttle and the cloner.
