Segments: what to aim for ?

I'm a relatively new AS, still collecting resources, but I have been doing my best with what I have.

I have many questions, but at the moment I think these are the two most important ones:

Regarding Advanced Composite Segments:

1. Could someone please tell me what results I should be aiming to achieve ? At the moment I have managed:
Armour Effectiveness : 34
Kinetic Effectiveness : 16
Electric Effectiveness : 13

2. Is there a "cap" beyond which there is no point in going when making segments ? What I mean is this: is there a point where the segments (Armour Effect/Kinetic Effect/Electric Effect) will give you the maximum 80% Kinetic/80% Electric armour, and where it is therefore pointless putting any more experimentation points into effectiveness and you should instead put them into HAM or Integrity ?
